Dem plan: It's not exactly a new Truman Doctrine, but an article in the American Prospect, with headquarters in Boston and Washington, has a foreign-policy suggestion for Democrats, who currently have no foreign-policy alternative except to suck up to Bush when he’s popular, oppose him when he’s vulnerable.
