There also seems to be a bit of foot dragging by Rummy, who sometimes comes across as still fighting the Not Enough Troops battle. Whatever the reasons, the administration is faced with this inescapable fact: It’s now in the nation-building business. It can’t let these noble efforts fail without sustained, concerted effort.
