‘As clear as a bell. ...’: Each time someone criticizes John Kerry, there’s always somebody ready to pounce to his defense, and then Kerry undercuts his supporters by confirming what the critics were saying all along. The latest: "I don't think I've kicked my campaign off sufficiently. ... I am going to reach out to the country and be as clear as a bell about the leadership I offer." ... Meaning: He hasn’t been clear as a bell.
