Kevin: "Reform in Massachusetts has to start with the pension system." ... It does start with pensions. It's the prime motivator for most of the recent abuses we've seen. But it's probably going to take application of the RICO Act to force change. Lawmakers ain't going to do it. ... Now watch the governor's reform task-force come back with grand recommendations for lobbying and campaign-finance reforms etc. They'll miss the mark by a mile.
